They are both fine, but be aware 'formal' often means covering your shoulders (I can't remember the exact rules, but you may be able to google), so take a wrap with either, that you can ditch if everyone else has bare shoulders.

This is more appropriate but I would suggest covering up your shoulders

I like this one, but I think the material looks a little bit plain for a formal event, though you could dress it up with accessories or a smart blazer

If I heard the words 'gala dinner' I'd definitely be dressing up, and I bet other people will. Think along the lines of the blue dress, and sensible advice going given on covering shoulders. Don't go too short either, even if it's 'not that fornal'. Nothing higher than on the knee.
