Can I apply for credit transfer whilst still at my current brick uni

I'm in my second year of uni right now and I really hate my course, I am thinking about two options, both of these are for the open degree as I want to study modules unrelated to my current degree.
Either I want to finish this year and do the next year at open uni, but only if I can transfer the credits. Can I apply for a credit transfer whilst I'm still at my current uni? Because if I can't get the full 240 credits at open uni I don't want to quit my current course, I will just finish it.
The second option is quitting my uni now, and applying to start second year again at open uni and do two years there. Will I get student finance? I have used two years so far at my brick uni, can I get another two years finance at open uni?
