‘Critically assess whether the English legal system limits or supports the power of judges to change the law, especially in cases where there are compelling reasons to do so’

I need some help with this one you guys. I was wondering if anyone has a general idea as to what I could answer, and/or any relevant cases, journals or books that could be of help (I need to citate them xD). Please I am having the biggest block ever.
