I’ll interpret “school” as being the “apprenticeship employer” or the company that would be hiring you.
Reaching out directly when no existing vacancy exists can be a good thing, but when a vacancy already exists, I would stick to applying as instructed. It can help you gain insight to if and when a vacancy might be available, and potentially get you shortlisted for an interview.
The hiring process is usually handled by multiple people, and sometimes not necessarily by the interviewer, the individuals you might work under, or even the hiring company. They may outsource the initial filtering to an external company or delegate to someone whose specific job is to filter potential candidates. For this reason, employers will typically prefer you use the communication route specified in the vacancy.
