Why are there Pakistani Punjabi grooming gangs but not Indian Punjabis?

Most of the grooming gangs that we see in the news are of Pakistani heritage. Although you will see other groups like Afghans and Somalis involved, it's very rare to see Indian Hindus and Sikhs involved in street grooming.
People often say Pakistani Punjabis and Indian Punjabis are culturally similar, if that were you case why are Indian Punjabis not involved in said grooming?
What is the difference between the two groups that leads one to groom at disproportionate force? Is it cultural, socio-economic or religious?

The Oxford grooming gangs were Pakistani Punjabis too as most Pakistanis who live there are Punjabis you see Jatt surnames such as "Dogar" which is humiliating for Sikhs as we also use that Jatt clan name.

You might not have heard of many Indian gangs in the west, but there are plenty of rape and sexual assault cases that occur every day in India. Some of these atrocities are committed by gangs. You must have heard of the famous 2012 gang rape in Delhi for instance. Also, it’s not religion that’s the issue( if that were the case then every brown person / Muslim would be doing it) but it has EVERYTHING to do with these people being uneducated and sexually repressed.
And before anyone accuses me of being a racist or biased towards either side, I am half Indian and half Pakistani myself.

Shabir Ahmed the leader of Rochdale grooming gang was born in Gujrat, Pakistan and the groomers from Huddersfield were all from Faisalabad another city in the punjab province of Pakistan it’s clear to see this is a huge problem within the your community and the perpetrators of such crimes are from all over Pakistan. The fact that Heera Mandi still exists in Lahore is abhorrent
