I see that LSE has two types of lists: waitlist and reserve list. What is the difference between the two? And which one is worse to be in?

As I understood, early applicants who are capable of being part of the program are waitlisted. At this stage most of the seats will be vacant. Wait listed candidates can also be part of the talent pool whom selectors like to consider before filling all seats. Reserve list is something where program is full and if some one who was selected opts out of the program then RESERVED CANDIDATE will get the opportunity.
So i think wait listing at initial stages is better.
