Plant tissue divides by mitosis and certain hormones control its differentiation, meaning a few meristematic cells can become stem, leaves flowers etc. Adult animals don't have pluripotent stem cells, e.g. we have stem cells in bone marrow that can differentiate into blood cells etc, but you couldn't grow a whole human from a few adult stem cells. I would assume the answer is along these lines.
