Living in Halls doing an Apprenticeship & Council Tax

Hi - Just wondering if an apprentice lives in the Uni Halls - how does it work out with them paying council tax? The local uni has privately run accommodation who sound open to allowing apprentices to live there but they said they would likely have to pay council tax. The apprentices are only at uni one day a week ( so less than the 21 hours allowed) and earn over the £195 week allowance (if they earned below this they would be exempt). Just wondering if the council would charge based on the value of the whole building or the individual room or flat? I've contacted the local council to find out. But wondering if any other apprentice has lived in uni halls during their training and how it worked in relation to the council tax? Thanks in advance
