biology - genetic diversity

genetic diversity is defined as "the number of all alleles in a population" - when it says all alleles, is it just referring to a specific gene? in which have multiple types (e.g. blood types) or literally all alleles from all genes?

Also, genetic diversity is caused by a mutation - does it mean that both chromosomal and gene mutation could lead to genetic diversity or just gene mutation since chromosomal mutation does not change the base sequence, and thus no new alleles formed.
