What is a 'function' in psychology?

My mind is drawing a blank in terms of the definition.

In context, how would you determine what a function is, such as "attachment is a function of communication".

Does this mean that attachment is due to/originates from communication? Or would it mean that communication develops due to communication? Or am I just getting completely muddled?

Yep I'd say you've pretty much got it.
I interpreted that phrase as saying that people create attachments by communicating with others.
I wouldn't say communication is the cause of creating attachments because its got something to do with our mental processes, but it's definitely an effect of it!
