just give someone else the job instead, there are people struggling to get past the interview stage/struggling to even get hired

Whoever said they don't hire someone else? Or are you asking if the person declining the job should give it someone else? (no it isn't transferrable)
Although if someone is struggling to get an interview with their CV or secure a role with their interviews, that implies they simply aren't right for the job regardless of whoever else has been selected.
