Sure, try this:
Read the question, highlighting key words
Circle the number of marks (it focuses you on what the examiners are asking for).
Assume 1 mark = 1 fact.
Use the question's advice to spot which facts are wanted: here it's 8 marks / 4 topics = 2 facts per topic.

EG Inhabitants x 2 facts, business x 2 facts, ethics x 2, privacy x 2.
Keep your facts separate and distinctly different.
Note that, unless the questions says it's testing quality of written communication, you don't have to write in full prose sentences. Instead you can use a more brief, technical style, or even bullet points. This makes it easier to get the facts down in the time and space available. Also use correct tech terms and definitions eg phishing, shouldering, identity theft rather than scamming.

Make sure each fact is distinctly different eg if you say inhabitants will become exposed to phishing attacks, then say businesses will become exposed to phishing attacks, that's true but too similar.

BTW it's useful to divide the minutes available by the marks available on a paper to give yourself the time per mark you can use. EG a 90 minute paper giving 60 marks would allow you 1.5 mins per mark. So you could allow 8 x 1.5 mins to plan, write and check this question. 12 minutes should be good.
