I would first go through this checklist: https://www.rspca.org.uk/utilities/contactus/reportcruelty/crueltychecklist and then call them if you personally feel the kitten is in immediate danger

He doesn't interact with the kitten, he starts throwing items at it or locking it up in the bathroom.

He gets annoyed when it constantly meows, "knows" he/she may have a problem but refuses to take action of the kitten.

What are my options here? How do I get the police or RSPCA involved?

Word of advice, I've used RSPCA services and they are no good at all, they genuinely don't care.

If you wanna help the kitten, you look after it, if you can
