Rounding final degree classification

My university says that scores that are within 2% of the next classification will be rounded to the higher classification as long as 60 credits are at that higher classification. It also says that classifications are rounded to the nearest whole number (0.5 and above rounded up and 0.4 and below rounded down)
I'm a little confused, if I was to get 69.6 overall would this be rounded to the nearest whole number (70%) even if I don't have the 60 credits at 70%+? Thank you

Yes you are on the boundary where you would be rounded to 70%. Congrats on that 1st!
