yes although you will have to demonstrate a Local link to the LA or group of LAs in question etc ...

Do you have a medical condition, or reason you can’t live at home? If not then you are likely to wait years or possibly will never be offered a property.

It just depends really, in many cases you can apply but the wait will be insane depending on who you are.
My local one years ago told me to my face I'd never get a proper home with them as a single white male with no obvious vulnerabilities or dependents, almost everyone else joining would leapfrog ahead of me for years.
Another instead offered me 3 manky flats in the same appalling and notorious tower block in one day.... just so they could kick me straight back off the list for knocking back 3 offers of housing.
