I just want to know if it's possible if you can retake the 2nd year level 3 btec just incase if you failed the 2nd year

No its not. Depending on how your college delivers the course, you may have completed enough units to get a lower qualification EG; A Diploma instead of an Extended diploma. Speak to your tutor and see if this is an option.
