Depends, they may let you proceed and carry it into the next year, if you have enough credits from your other module to pass into the next year, or if they don't do that they may suggest you withdraw, yes, or they could give you a condoned pass for progression purposes, depends on your institution and their rules on this. You could ask your tutor or academic support team, as they would be best placed to know.
