For organic synthesis in chem. Is that okay for the actual exam? Surely if they can read pencil on graphs, they can read it normally too?

It should usually explain on the front how you are to answer and if diagrams etc should be drawn in pen or pencil.
You can always draw in pencil initially and then when you're certain it's correct go over in pen, unless directed otherwise - note that they may in fact state you must complete it in pen so do be sure to actually read the frontmatter on the exam (and familiarise yourself with how it worked in previous years).
