my friend wants to study at UCL Maths but he doesn't have A levels. He wants to make a foundation year.
Can he do a foundation year at UCL?
If he can't, then in which university or college can do a foundation year which is good and after from that to have chances for UCL, or KCL ....

His best bet would be to get in touch with the universities and ask them what they accept. We're not the admissions people, so we can't give you a definite answer of whether they'll accept something or not.
As far as I can tell, UCL doesn't offer a foundation year for maths. You can search UCAS for universities which do, then you'll have to ask UCL (KCL, etc) whether they'll accept any of them.
