Physics millikan's oil drop help

Hi for the final marking point in this question (attached below), i am not sure how the "Student’s results suggest -3.2 x 10-19 C as smallest quantum of charge"

Why does the students result show that it is 3.2x10-19c and not 1.6x10-19c?
Based on the 3 data given, the smallest magnitude that the student can conclude is 3.2x10-19 C.

Take for eg, 3 numbers given to you, 10, 20 and 30. The smallest u can conclude will be 10. But if u were given another data 15, then the smallest will become 5 instead.
