It depends how you uni works out the degrees. For example, at mine, if you did substantially better in third year and were borderline you'd be bumped up to the higher grade. However, if your uni doesn't round it up, a 59.45% is a 2:2 I believe

As previously said, it entirely depends on whether or not your university round up grades. If would be worth double checking in a student handbook (if your university have one), or contacting one of your tutors or lecturers - that way you're getting accurate information!

The uni would have accounted for your extenuating circumstances - given you extra time for exams and assignment submissions. Thus your mark is your mark. At my uni we consider the number of modules above 60%. Thus if 70 credits out of 120 were at 60% or higher then you will be rounded up to 60%. Check your programme handbook.
