Even if you'd asked, "Is a Neuroscience degree at university X the same as a Neuroscience degree at university Y?" the answer would be "No" as they might have different mandatory and optional modules, be taught in a different way, be assessed differently, etc.
Given the in your scenario one specifically refers to a separate discipline (Psychology), then the courses are definitely not "the same".
