I've been slightly confused about applications to university.

If I didn't apply using predicted grades and instead with my actual A Level results, would I have to take a gap year or can I apply for the following year?

You would usually be applying for the following year, unless you wanted to find a place via Clearing for the same years entry.

1) Apply in the autumn with predicted grades, for autumn 2023 start.
2) Apply in the autumn with predcited grades - but for deferred entry for 2024 start.
3) Wait until autumn 2023 to apply with actual grades for 2024 entry or deferred entry for 2024 start.
