Eating well and drinking lots of water will always help keep your skin clear and hydrated. Moisturise regularly with an oil-free product. I use Clarins Complexion Perfector, either on its own or mixed with foundation and it perks my face up a bit without looking too shimmery.

this sounds a bit random but if you do a honey face mask (just spread honey, best if it's raw) on your face and leave it for 5-15 mins, it'll give you a really nice glow and moisturise, which is good in winter. it's also great for your skin because honey has antibacterial properties

I have Boots No.7 High Lights Illuminating Lotion, highly recommend it, mixed with a bit of tinted moisturiser in the day or foundation for nights. It gives that dewy look that looks really peachy and fresh.
Also, if your wearing make up dont use too many mattifying products. Things like face powder leave youre skin looking flat, make up always looks best when its a good 6hours old and you can recreate that look by leaving off the face powder, or splashing with a bit of cold water before you leave the house (just a bit mind).
