I am SO confused. When adding up all of the potential marks, it makes 272- 80 for Listening&Reading, 120 for Writing and 72 for speaking. But, on the Edexcel website for 2019 boundaries- it’s out of 400?! Could someone explain this to me please?!

You've forgotten to allow for the weighting for each paper.
See page 42 of the specification, here. It says that:
Paper 1 has 80 marks but a weighting of 2.000 to give 160 scaled marks. Paper 2 has 120 marks and a weighting of 1.000 to give, well, 120 scaled marks. Paper 3 has 72 marks and a weighting of 1.667 to give 120 scaled marks.
Add those scaled marks together and you get the 400 marks quoted in the grade boundaries.
A key thing to note is that although paper 2 has 120 marks and paper 3 has just 72 marks, they both represent 30% of the total scaled mark. Also Paper 1, which has fewer marks than Paper 2, actually represents 40% of the total scaled mark.
