Is there a point applying to universities when I have lower predicted grades?

So I already posted something like this before but I think I worded it wrong.
From my understanding predicted grades cap what universities you can go to irrespective of what you get at A Level later down the line. So if I want to go to, say, Cambridge and my predicted grades were AAA instead of the required A*AA would I still get conditional offer prior to me actually doing A Levels (on the understanding that I get A*AA in the actual exams)? Or would applying be a waste of an application?

Lots of uni’s make aspirational offers, IE above predicted grades. Conversely, lots of people predicted above the typical offer for Oxbridge don’t get offers.

The only way to give yourself no chance is to not apply.
