You can drive any car once you've passed your test but if you're 17 and want to insure a 2ltr you'll probably find that some insurance companies wont touch you or they'll charge you a ridiculous amount to get covered.
If you can afford the higher insurance and fuel, yes.

You can drive a McLaren, if you can afford it. I think you're getting mixed up between bikes and cars.

Yes - At 17 years of age with a post 1.1.97 full category B (manual test passed) driving licence you can drive manual or automatic vehicles up to 3,500kg Maximum Authorised Mass with up to 8 passenger seats - the cc of the engine isn't specified.

Yes you can. You can drive any car once you have passed your test.
In your first couple of years after passing your test- the insurance may be pretty pricey for a 2 litre car though.
