No. The mentality of a 13 year old is completely different to that of a 17 year old, much younger and inexperienced to deal with the issues a 17 year old may carry. The power a 17 year old could hold over a 13 year old too could be incredibly dangerous. Don't do it.

Definitely not. 13 is very underage and early teens. Still a child and barely hit puberty and 17 is late teens. This would be wrong. Very. Think of it like this. at 13 you’re just starting secondary school or second year of. You leave when you’re 16/17. I left at 16 and went to college at 17. I wouldn’t even think to date someone in year 7/8. Very wrong on all levels.

No- over 16s must never date anyone under 16.
Anyone over 16 who dates an under 16 risks attracting the attention of law enforcement and social services seeking to investigate whether anything illegal or dangerous has occurred.
Even if there has been zero physical sexual activity, sexting or grooming attempts.
Plus they are very likely to end up with the reputation of a creep or predator who targets teens under 15.
