Why Oxford doesn't accept O Level English as an English language requirement anymore?

On their website (https://www.ox.ac.uk/admissions/undergraduate/applying-to-oxford/for-international-students/ELR) it says that
"Cambridge Assessment O-Level English: Grade B
Please note from the 2023-entry admissions cycle the CAIE O-Level English will no longer be accepted."
I have an A* in the Brunei-Cambridge GCE O Level, which I imagine it is the same level as an English GCSE in the UK, and I really don't want to go through another English test ever again :P . I wonder why is that the case :frown:((
Also, is Oxford very strict on the type of English tests they accept as listed on their websites? This is because I want to do the Duolingo English Test, which is much cheaper than IELTS, and is accepted by all the universities I want to go to in the US and UK except for Oxford :facepalm:.
