My computer is relatively new, but it is 'dying'. By that I mean, it is SO slow, and very annoying.

How do I re-boot it, so that it is set to default again?

How much RAM do you have? Plus, you might just need to defrag or get easycleaner by ToniArts to clean your system out.

Format is what i think you mean... wipe the entire hard drive and re-install the operating system (OS) but this can only be done if you have the OS disc.
