Lost passport, no provisional driving licence Watch

I've been (stupidly) carrying around my passport as a form of ID for going out as I never applied for a Provisional Driving Licence (never really fancied learning to drive!), but now I have lost it and thus have no actual ID to use. Now I imagine a passport would be more expensive than a Provisional Driving Licence to get/replace(?), and am in no hurry to get another passport specifically as probably I'm only next going away in August or so - but obviously I am in a hurry to get actual ID again -- but I've been reading on the internet that to get a Provisional Driving Licence you need a passport, which I obviously don't have.. can anyone advise?

You don't need a passport to get a provisional licence.

How do I go about getting one? There seems to a be a way to get one online, and you can bypass entering your passport number, but I guess you then have to physically sent them a birth certificate or something? Tbh I just want to know which could be the quickest - getting a passport or a Provisional Driving Licence.
