Yes, you can.

You can write you UCAS Personal Statement to target Accounting and Finance. Once Cambridge receive your application via UCAS they'll send you a Supplementary Applicant Questionnaire* (SAQ) to gather some additional information not captured by UCAS. The SAQ contains an optional additional personal statement, which you can then use to target Land Economy. Cambridge do this because they know some of their courses are unique, and that a single personal statement might not be appropriate.

* Actually, it looks like the SAQ might now have been renamed "My Cambridge Application". See here for details.
