“Buddhist attitudes to punishment are irrelevant when confronted by hard determinism”

This is a 25 mark question I have been given in Religious Studies A-level, but I am really not sure where to start to even answer it. Can anyone help out and give me a direction to go in?

Explain Buddhist attitudes towards punishment (Karma, parajikas)

Explain hard determinism.

Explain whether hard determinism contradicts Buddhist views on punishment (probably easiest to say that they do conflict though it is debatable)

Evaluate whether hard determinism is a valid theory.

If so, Buddhism fails, if not Buddhism does not fail.
