Do I need to reapply for student finance?

I have had a long process with sfe this year as I changed onto a new course from year 1 that started this september. Recently I didn't realise I had to re-enroll into the uni so my 1st payment was delayed because of this. I completed the enrolment yesterday and today I got a message saying my first payment is due for 5pm tomorrow.

However, I later got an email saying my application for 2022/23 was for a returning student, but since I changed course they consider me as a new student. Firstly I don't know how that is possible because when I reapplied there was nothing to say if I was returning or a new student, but is the fact that my course changed not enough to realise this? Now they are saying I need to reapply by completing a PN1 form and posting it to them, which takes 4-6 weeks to process! I haven't got the time for all of this and I don't understand why they are only telling me this now. My application had gone through up until this point. The application status was at receiving payments and since I enrolled it went back to processing application.

So am I going to get my payment tomorrow or not? What do I do?

Update: I still received my maintenance loan payment, so I'm not sure why they want me to do the PN1?
