England, Wales and other European nations will not wear the OneLove armband at the World Cup in Qatar because of the threat of players being booked.
The captains, including England's Harry Kane and Gareth Bale of Wales, had planned to wear the armband during matches to promote diversity and inclusion.
A joint statement from seven football associations said they could not put their players "in a position where they could face sporting sanctions".
"We are very frustrated by the Fifa decision which we believe is unprecedented," the statement read.
The governing bodies - England, Wales, Belgium, Denmark, Germany, the Netherlands and Switzerland - said they had written to Fifa in September informing them about the OneLove armband but not received a response.
"Fifa has been very clear that it will impose sporting sanctions if our captains wear the armbands on the field of play," the statement added.
"We were prepared to pay fines that would normally apply to breaches of kit regulations and had a strong commitment to wearing the armband.
"However, we cannot put our players in the situation where they might be booked or even forced to leave the field of play."

It’s interesting seeing how the ‘true time’ injury time, as this has added 24 minutes to the match, which could impact players throughout the tournament.
Players are conditioned for around 100 minutes, with circa 50-60 minutes of actual playing time. Up to now that have been on the pitch for around 115 minutes, so a 15% increase, not accounting for additional actual playing time.
Appreciate that this is odd due to two injuries but imagine a similar scenario with extra time (say 2 minutes added in each extra time half), total on pitch time of 149 minutes. There will be legs getting destroyed in this tournament and for the league season to come.
Expect to see a huge amount of cramp in the knockouts, along with hamstring injuries.

Fifa continuing to put money ahead of everything else.
You shouldn’t be surprised by FIFA. If the European countries you mentioned really cared, they would have boycotted the tournament. They could have put out a statement saying they won’t participate and the World Cup wouldn’t have taken place in its current format.
But they didn’t so there’s no point wearing stupid armbands or anything like that. Same with the BBC and ITV pundits who put money over morals. You can’t really claim to be against things like slavery and discrimination if you’re taking the money to work in Qatar.
