Milgram's Study - OCR A-Level Psychology

Does anybody know what the specification wants you to say in relation to where Milgram's study sits on the freewill/determinism debate. I am not sure whether it would be determinism, as the social context determines the behaviour, or whether it would be interactionist, as only 65% of ppts administered the highest shock, showing that they have some element of freewill.
