I think you can only get an exemption if you have a specific learning difficulty that affects your ability to study an additional language. Otherwise you’ll be expected to have the GCSE.
This can be a problem for NI/GB students, as you do need a language at GCSE. From info I got at open days, ROI universities won't consider an application without a language at GCSE (or equivalent). this applies to ALL undergraduate degrees.
