No. Competitive unis such as UCL will only consider applicants who meet their entry requirements of a*aa. Contextual offers are only given to those who already have the predicted grades to secure a place.
Yeah, I'm sorry but that seems like a reach. Because you're lacking 2 grades, and the course is competitive even for people that have A*AA and above since it's law. Also considering the LNAT and such, I don't think it would be sensible to apply there. As an aspirational, definitely consider Warwick (AAA), and then throw down some more realistic options such as Surrey.

Ik this is an old post, but for anyone reading this I wouldn't let getting below or predicted below the grade threshold put you off applying I got AAB in my A Levels and received an offer for UCL LLB through Access UCL which I think is open to most or all state school students. Definitely worth looking into. Other unis like York, Sheffield do similar programmes
