    Hi,

I would like to apply for a PhD programme in 2009 / 2010 in the biochemistry area.
The department offers the possibility to contact up to three potential research
supervisors ahead of formal application, to explore the prospect of joining their
    laboratory.
I think, this offer is a good opportunity to figure out your chances as well as
to make a first contact. If they like my cv, maybe this will help in the formal
    application? What do you think?

    Cheers

Yes, it's encouraged to contact supervisors before making an application and it will certainly help at the formal application stage if you can list a potential supervisor.
