driving licence uk

does anyone know if you can start learning to drive and/or take your driving theory test at 16 in the uk? or can you only start to learn to drive and take your theory test at 17?
Quoted from the government website (but visit the site to see more info, please ) https://www.gov.uk/driving-lessons-learning-to-drive:
You can apply for a provisional driving licence when you’re 15 years and 9 months old.

You can start driving a car when you’re 17.

You have to wait until you are 17 to learn to drive a car

Pretty sure you have to be 17 to drive on public roads.
