Is anyone else experiencing a delay in receiving their offer letter?

I applied to the undergraduate Creative Writing Diploma and was offered a conditional place. In the email it said that I would receive an offer letter in the next few weeks. It was early March when this email was sent, a couple of days after my interview. I did not receive a letter so I emailed again in late April, asking when I should expect the letter. The reply stated that there had been some delays and I should expect it by mid-May. It is now early June and I have heard nothing. I'm really worried, what if they have retracted my offer?
