Personal reference as a private candidate

So i’m 19 and currently studying my alevels to apply for university starting September 2024. I left sixth form in year 13 and i was a pretty bad student (never went to class or did homework and failed exams) and i’m worried that my personal reference will be AWFUL and limit me since i was not close to any of my teachers and i’m pretty sure they hated me lol
What should i do about my personal reference? I want to avoid asking it from my sixth form as much as possible but I am unemployed so I can’t ask an employer? Should i get a private tutor that could hopefully write my reference since they would be the only person who would understand my education the best?
