In one city that springs to mind it marks a "greenway" where there's no stopping, let alone parking. You find them on bus lanes.

No only if you park on yellow with loading lines (the lines that go across the kerbs). Double yellow gives allowance for limited stopping in certain circumstances...which is why you're allowed to park on double yellows (without loading lines) with a disabled badge but not double reds (which are like double yellows + loading lines + angry traffic wardens with a grudge).

you can be fined for stopping in a red route. Where I live there are squads of traffic wardens in vans called 'red route patrol' or something like that, and they can fine you for stopping on these red lines.

Red Route stopping controls

Red lines are used on some roads instead of yellow lines. In London the double and single red lines used on Red Routes indicate that stopping to park, load/unload or to board and alight from a vehicle (except for a licensed taxi or if you hold an Orange Badge) is prohibited. The red lines apply to the carriageway, pavement and verge. The times that the red line prohibitions apply are shown on nearby signs, but the double red line ALWAYS means no stopping at any time. On Red Routes you may stop to park, load/unload in specially marked boxes and adjacent signs specify the times and purposes and duration allowed. A box MARKED IN RED indicates that it may only be available for the purpose specified for part of the day (eg between busy peak periods). A box MARKED IN WHITE means that it is available throughout the day.

YELLOW OR RED LINES CAN ONLY GIVE A GUIDE TO THE RESTRICTIONS AND CONTROLS IN FORCE AND SIGNS, NEARBY OR AT A ZONE ENTRY, MUST BE CONSULTED

I was always under the impression double yellow was used everywhere, except for double red in central london. Because they like to be different.

Yea, I think red lines are mostly used in Central London. I haven't seen them anywhere else.

They're used on roads that would be motorways anywhere else but in London they happen to be the roads that people have houses right next to so there's no space to build a motorway.

They've got double reds in Eltham, SE London.

Yea, maybe I should have said London because there are actually a few double red lines here in Deptford, SE London and other parts of London!

red routes are places where its dangerous to park (for drivers, usually)
They have double red lines here in Edinburgh too, though like Wzz said, I've only seen them on bus lanes

Red means no stopping and yellow means no waiting (whatever the difference is meant to be  ).
