This one is Eo job I am working as Ao. I joined home office a week ago so filled in forms for DWP as non civil servant. If you want to apply for home office they are doing massive campaign recruiting 200 Ao in Liverpool. Apply for that job and they are also doing Eo compaingn for home office try your luck.

I know but unfortunately i cant apply for home office yet, as i moved back from norway this year, need 3 years in uk continuesly for ctc checks they say

Double check with security team because they can do overseas check as well. They are desperate. It's better to discuss with them. Call home office and confirm with them I read somewhere lack of UK residency should not be the problem.

A friend of mine applied for west Yorkshire vacancies in early September, Just seen that the role is being advertised again with more pay but less posts. would appreciate it if anyone can provide a plausible explanation.

No not yet but if anyone in 582 they put on reserve list even have a high chance of getting job shortly because another campaign for same location advertised few days ago. Before doing the new requirements they consider the reserve list if you get provisional offer or put on reserve list high chances of getting the job. I really wish you get this job.
