2nd year transfer advice

I've decided to start an application for a 2nd year transfer, but I'm having trouble deciding which universities to apply to.
Last year I started doing an Accounting and Finance course, but I ended up dropping out, and then I came back this year on an Economics course. However, I'm not very happy with the university I picked, having just decided to go back to where I was originally instead of really giving it some thought, so now I'm looking to transfer out in my second year.
That being said, I did pretty badly on my A-levels (B in econ, C in maths and D in physics) so I'm having a hard time thinking about what universities would actually take me on. I'm confident that I can get predicted First-Class Honours (and deliver on it) as well as writing a great personal statement, but most universities require 2nd year transfers to have achieved the original UCAS point count but only a 2:1 prediction, so I'm having a hard time thinking about what the highest university I can apply to could be.
Every time I've emailed the universities they just repeat what it says on their websites, so I'm not sure if I could squeeze my way into a university a tier above where I belong by performing exceptionally in my first year to make up for my poor A-levels.
Does anyone have any experience dealing with 2nd year transfer requirements, and if so, what were the outcomes?
You need to contact Unis about 2nd year transfer before you apply to see if they will accept any transfers - many dont for Econ.
