How do unconditional offers come about

How does an unconditional offer come about?

Also I am applying for a course, and the entry requirements are ABB, and if I have AAB predicted, does this make me eligible for an unconditional offer?

Universities make unconditional offers when you have already met their requirements - i.e. you're applying with actual grades rather than predicted grades. (Typically following a gap year.)

As to your second question, no. Your grades are still predictions. So if you receive an offer, it will be conditional on meeting their ABB requirements.
