I have 4/5 offers currently ( I changed my last option ). When can I start accepting/ declining offers?

There is no rush. You have months to decide.

On my ucas, I can only see ‘full offer’ and nothing else. Do I have to wait for my final option ?

Yes. As above you can only make Firm and Insurance choices when you have heard back from all your options.
