I've been trying to set up an account in UCAS inorder to made my application to the uni however it's seems to having issue. Could someone help please what should I do ?

Not without knowing what the "issue" is. Do you see an error message? If so, what is that message (word for word, not paraphrased)? Or is it asking you a question you don't know how to answer? Or are you providing what you believe is a valid answer, but it's rejecting it?
Simply saying "it's seems to having issue" provides us with precisely zero useful information.
