Can you be more specific, there are a lot of programmes which are very different to each other.
In general though, some of them are good and noble with excellent results.
Many though are little more than theft from western tax payers and a spectacular waste of money to make politicians feel better about themselves. Cash hand outs for example, christ alive are they a bad idea.
