Guy stopped talking?

He asked me have we met before . He put his arm over my shoulder and asked and when I said no- he quickly removed it. He told me his name, shook hands and left. And after he stopped talking to me.
We hadn't "met" before , we were having tons of eye contact and staring but hadn't never spoken to each other.

Why did he do this? Where did I go wrong??
Random encounter; why would you expect him to keep talking to you? Don't overthink it.
jus sounds as tho he was being respectful n mistook you for someone which is why he would remove his arm on ur shoulder as thats unusual to do with strangers. u haven’t done anything wrong tho dw
You might not have done anything wrong. That’s not how dating or interactions with people work.

Not random. We were flirting from a distance like tons of staring- eye contact etc

Apparently he told someone that my response made him feel like I rejected him or was not interested in him

Highly likely because you said "no." I think best response if flirting is "I don't recognize you but you seem familiar." Since when faced with a "no" it's just a clear sign of rejection and also guys can't take any hints.

No never meant rejection. I don't know how he thought this was rejection
